I usually access all my drives from the "run" dialog by typing their letter. For example, if your external is drive F, you would type "f:" at the prompt and if it is connected and working, it should open. Although, the drive not being in "My Computer"/"this pc" seems to suggest that it is in fact not working. Still, you could try this. It's fast and easy.

Pulling out the usb cable I hear the tone alert likewise when I plug it back in again I hear the tones. Any thoughts on how I can correct this?
