The JAWS Cursor is becoming more and more useful year after year. In Windows Vista or newer, JAWS cursor will say blank in apps wose UIs use DirectDraw and hardware acceleration to draw screen contents. In 8 and newer, due to changes in the underlying DCM technology which supports assistive technologies video drivers like JAWS's FS Video Intercept, you will not be able to use JAWS cursor in Unrestricted mode, and performance will be a bit worser if your video card is not WDDM1.3-based. Additionally, Windows 8 and 10 “universal” or Modern apps does not allow using JAWS cursor at all. So, answering your specific question: If you aren't receiving alerts about video driver when you start JAWS, you'll probably fix nothing by changing the video card.
