Miriam, have you noticed if it's any specific applications/windows that won't open when you click on a desktop icon? I have a similar computer configuration to yours, and I also have this problem very occasionally. But it never happens with most of my icons.

I have windows 7 and IE 11 on a 64 bit computer. I had to have a new hard drive installed in 2013 when my computer crashed. Does anyone have any ideas why this might be happening? Miriam .
