George, I also had a similar problem with a user id and password on a web site. I could enter the user id, but the password field would not open. I could not get it to work in any of the browsers.
I ended up shutting down JAWS, and only having ZoomText up, and then I was able to enter the password. If you have a different version of JAWS, or maybe NVDA, that might also be worth a try. I know how frustrating this is. I don't have an answer to your specific question, but I do have some thoughts. First, once you've opened the page, try F5 to reload it and JAWS key+escape to refresh. These two steps should ensure the page is stable. You might also maximize the page with alt-spacebar followed by x. You mention tabbing to get to the edit field. Tabbing will put you in the edit field only if you're already in another edit field. Finally, have you tried accessing the edit fields with another browser? I was having a similar problem, only the reverse of yours.
