You can create one yourself to start JAWS, from the desktop. But it sounds like what you want is something a little different. When you create a keyboard shortcut in this way, it starts jAWS, assuming it's currently unloaded. But it sounds like what Matthew is describing is some kind of crash where JAWS is still loaded but needs to be restarted. In that case, I guess jAWS key + windows key + f4 will do the trick. The JAWS key will be either numpad insert or caps lock, depending on whether you are using desktop or laptop layout. This combination will literally re-start jAWS (so it won't work if JAWS is not loaded).
If what you want is a desktop keyboard shortcut to load JAWS, go to the JAWS icon located there (on the desktop). Hit alt-enter for its properties. Make sure you are on the shortcut tab. Enter the key combination in the area you tab to. Click ok. Click "continue as administrator" if necessary. And tha'ts it.
