Yes, that is a toggle to turn on the function keys for special functions e.g. 
on mine, f2 and f3 adjust the volume if you press them once.
After FN+Escape, they take back on their standard F2 and F3 operating system or 
application functionality.

Wow! That actually did work. I now have a fully functioning F12 key again.
Thanks for all the help with this everyone. Perhaps I will come across the
message regarding function key + escape. What is that key combination for?
Is it supposed to be a toggle or what?

someone else mentioned to press function key plus escape to return the
function keys back to normal. that should work. the fn key is located just
to the right of the left control key on the bottom row of keys where the
spacebar is.
