No No, that's not what he wants. What's wanted is braille without speech, and JAWS must still be loaded for that to happen. One may choose NoSpeech as a synth, and activate that as you would any other synthesizer; or, preferably perhaps, one can use insert+v and [in JAWS9] press end Key to Synthesizer Speech On and press spacebar to toggle it off.
