Patti,
the ~ means that file is probably in use by Word.
Make sure you exit from Word before you begin this procedure.
The likelihood is that Windows won't allow you to delete the normal.dot 
file when the ~ file is there.
You might even want to reboot your computer and go through the procedure
before starting Word.
If it is still there delete both the ~ file and the Normal.dot file.
