You have to do this before you can use those hotkeys to answer and hang up a call. I'm assuming you have the scripts for Skype, as you mentioned going into the keyboard manager to set that up, but just in case you didn't, you should. Like I said, go into the preferences, and make sure the hotkey use is on. I think it says something like use global hotkeys or something like that.
