Focus on the floppy disk in Windows Explorer and open the file menu. Then locate on mine it's called floppy disk sub menu or close to that. Never the less search until you find an option to format the disk. Tab around in there and you will land on a check box that says create a MS DOS boot or startup disk and hit your space bar. Then hit enter on the OK button. That will make the floppy disk bootable.
