The sites I've encountered this problem are fantasy sports sites (both Yahoo and CBS Sportsline) where the pages in question are behind passwords, so I can't really point to an example very easily. It is not a matter of selecting multiple entries from a list box. They seem to want me to select an item from some kind of list (*not* an HTML "list") and drag items up or down to change their priority or position in the list. It's completely a visual thing, I imagine. The way it's described, if there are four items, Alpha, Beta, Gamma, and Delta, and you wanted to put Delta second, you would take your mouse, click on Delta and drag it up to between Alpha and Beta. When you release it, the site would reorder it so it would now go Alpha, Delta, Beta, Gamma. I have complained to the sites, but haven't yet had any useful response.
