I too do not know of any way of reading flow charts but I always recommend that when organisations create flow charts they use a simple table alternative as well. If the flow chart is simply hierarchical this can simply be represented in a table which Jaws can read , announcing the number row which can correspond to the flow chart level.
Different columns can represent different chains of accountability. So a merged cell in row 1 with Director can have 2 cells underneath in row 2 each with Assistant director for example underneath it. Further columns and levels can be created below these Assistant Director cells down to middle managers and staff. This is not perfect and cannot reflect all the subtleties of flow charts with different relationship but it is accessible at least, and the vast majority of staff flow charts that I have seen are mainly hierarchical . Of course it is possible to add comments in a table as well to reflect any particular subtlety.
