As a part of a PHD program, a software called Deev View has been developed for 
viewing, drawing, and editing diagrams. 
I am pasting the information given on the site and the link for the software. 
Obviously, you would need to put in some time and effort to understand and 
operate Deev View.

Deep View is an accessible Windows application for blind users to view, edit, 
and create node-link diagrams. Deep View automatically visualizes the diagrams 
so that a blind user can share a diagram with sighted persons. 

Deep View provides the user an interactive textual version of a diagram. A user 
uses keyboard commands (arrow keys and short cuts) to read and edit the 
diagram. Deep View is accessed with a screen reader, no additional software or 
hardware required. The textual language is customized for a diagram; for 
example, in a state machine a diagram link is called a transition from one 
state (node) to another state. 

Deep View is flexible to support a wide variety of node-link diagrams. Some of 
the diagrams are these:

Flow-chart 
State machine 
Brainstorm diagram
Entity Relationship Diagram (ERD)
