That sounds like a project for special scripts.  The 
Control+JAWSKey+character combination is used on many other types of
element, to list all of that type in a list box (where you can arrow between
them), on a page.  (It's a kind of virtual view.)  (JAWS should indicate
'checked' or 'not checked' as you go through.)  Control+JAWSKey+e list all
the edit fields on a Web page.  Control+JAWSKey+r list all the radiobuttons.
I think we've near run out of keystrokes to accommodate for special uses,
and there don't seem to be many available easy-to-use alternatives.

Is there a way for JAWS to list only the checkboxes that have been
checked off on a webpage?   INSERT+CTRL+X lists all the checkboxes.

This would be very useful for webpages that have long lists of
checkboxes and you want a shorter list of what has already been checked.
