The site doesn't need to know if te user is visually impaired to alert
them to the best option for a visually impaired user.

The people who are working on Skype 4 haven't yet resolved all the
accessibility issues and when one tries to download the software,
you are
advised to continue using Skype Version 3.8 until all the

issues have been resolved.
I downloaded Skype 4 but after trying to make a call to a landline
phone, I
reverted to the earlier version. We will know in the course of time
when
the folks at Skype have got their act together.
