I very much doubt that is slowing the computer. I have one old machine where
the fan doesn't always run. Allow it to cool, then when you turn it on
insert something insulated and small. I use little stir sticks from the
hospital cafeteria, into the vent slots for the fan and give the blades a
little flick or two or three or four. I can often thus get the fan spinning.
If the circuitry gets too warm you certainly get thermal run-away but that
will cause all sort of dysfunction not just slow boot-up time.
I suppose the memory or other self check may be failing and re-starting
several times thus slowing boot-up.

I am working on a computer with a non-functioning fan. It operates really
slowly. This is the same one that takes 90 seconds to load JAWS at
start-up. Can the heat from not having a fan slow down the computer? Is
it trying to save itself from committing suicide????
