Those fans are there for a reason. They help to keep the computer cool. I very much doubt that is slowing the computer. I have one old machine where the fan doesn't always run. Allow it to cool, then when you turn it on insert something insulated and small. I use little stir sticks from the hospital cafeteria, into the vent slots for the fan and give the blades a little flick or two or three or four. I can often thus get the fan spinning. If the circuitry gets too warm you certainly get thermal run-away but that will cause all sort of dysfunction not just slow boot-up time.
