I use a free accessible program from SpoonHill software for soduko puzzles. It is one of many accessible programs that Ian Humphrey has written. The programs themselves have speech, or you can use your screen reader. There are also visual features built-in for low vision users, and these do not interfere with JAWS.
I have only used the random puzzles that the software generates, but I think that you can enter in your own puzzles as well, but I'm not 100% sure about this. Other folk use invented solutions such as adapted boards or purchase Sudoku boards - looking to sources like APH or NFB. It is indeed possible to use Excel - as a sort of list of the numbers and dashes, one per each cell, copy and paste how you may, perhaps insert tabs and down-arrow, substituting the dashes with appropriate numbers as you progress the solution.
