This most likely means that the document is a scanned image, rather than
a converted text document.  It is basically a picture of text, rather
than text itself, so no screen reader will read it, or you might get
just some jibberish.  You can ask for a copy of the document in a word
processor format like MS Word, or, as a last resort, you can use an OCR
program like open Book or K1000 to perform OCR on the document.  This
may render the document readable.
