I do not have an iPod Nano, but I have been thinking of getting one. My
understanding is that once you enable speech on iTunes with that checkbox,
iTunes will generate the required speech files and download them along with
the music. The Nano itself does not perform TTS. It does know to play the
sound files as necessary to announce the songs. I believe you can select
the voice for these announcements within iTunes. I am not sure which voices
will be available.

I don't think there is any "software" that you could download for the Ipod
nano.
The Ipod nano has a checkbox where you can enable speech. Of course,
after connecting the Ipod to your computer and being on Itunes, you can
search for that accessing the menus.
That wasn't a great explanation but it's a starting point.
