Hello David, Presently I'm using an older version of skype [3.8] but I believe it will still work the same. They cannot add you permanently, before you give permission. You would usually get a dialogue box where you have to accept it, alternatively, just remove the contact from your list with the delete button, which you also have to confirm if you don't want it to appear again the next time you open skype.
