Thank you although you miss understood my question. I can't find that dialog 
box to save my life. All of the rest I know it's just locating that elusive 
notice of request for contacts.

Presently I'm using an older version of skype [3.8] but I believe it
will still work the same.

They cannot add you permanently, before you give permission.

You would usually get a dialogue box where you have to accept it,
alternatively, just remove the contact from your list with the delete
button, which you also have to confirm if you don't want it to appear
again the next time you open skype.

So how does a person go about finding out if somebody is trying to add
them in to their Skype contact list or not? I've received what seems to
be the sound effects that somebody is trying to add me in but I can't
figure out where that information is located on the screen. I know how
to add people on my end but not the other way around at this point.
