Hello David, If you're just hearing a sound, then it may be that the person hasn't yet tried to add you, but just calls you and if you're on a different call at that stage, it wouldn't have the ordinary ringing tone, but just a regular blieb sound.
You can add or reject such call via the menus, although it's several keystrokes and I don't know them, or if you could get to the person's name in the skype window, I think entering on it will answer such call, depending on what your skype settings are. They cannot add you permanently, before you give permission. You would usually get a dialogue box where you have to accept it, alternatively, just remove the contact from your list with the delete button, which you also have to confirm if you don't want it to appear again the next time you open skype.
