when you installed the skype watch file,
did you enter on the SkypeWatch Enable...button?

you may want to try this;
1, open skype;
2, ctrl+shift+c, which will recompile your scripts including your skype
watch.
I had the same problem as you on a xp computer, and this did work for me.
