It should. When you close it with alt-f4, you should get a question "Do you want to close the current page or all pages?"

If there are several tabs open, is there a way to close internet explorer
and have all tabs close at once? For some reason, exiting or using alt f4
doesn't close the program completely down, yet no tabs are visible and I get
no prompt as to  whether or not I'd like to close all tabs.

This is happening with both IE7 and IE8.
