In Word 2007, I first select the row that I want to insert the row above
(ALT J, L, K, R). Then I use ALT J, L, I and arrow down one time to add an
entire row.

Then I tried your sequence from the tutorial and it just inserted a row
above the cell where my cursor was. JAWS did not say anything, I just
navigated up a row to find it. I am working in a file that was created in
Word 2003 and response seems slow with this document.

According to Kathy Ann's tutorial, and to the Word 2007 key tips 
page, to add a row above the one where I am in a table I press alt 
plus j l a.  Pressing these keys returns a submenu headed 'menu 
commands' including OpenBook and Duxbury.  Arrowing through the upper 
ribbon to the layout tab and pressing down arrow returns a list of 
submenus including 'clipboard, font, paragraph, styles, and 
editing.  So how do I insert a row above the current row in a table???
