In Word 2007, I first select the row that I want to insert the row above (ALT J, L, K, R). Then I use ALT J, L, I and arrow down one time to add an entire row.
Then I tried your sequence from the tutorial and it just inserted a row above the cell where my cursor was. JAWS did not say anything, I just navigated up a row to find it. I am working in a file that was created in Word 2003 and response seems slow with this document. Hope that helps.
