Even Safe Mode will not help you if your hard disk fails. A disk image makes an exact copy, including all of your installed applications, media, and data. System Restore just keeps track of your system files. The Microsoft backup feature in Windows 7 comes close to the peace of mind that a disk image provides. It can make a copy of everything onto external media. I do not think it can be restored without sighted assistance. Perhaps if you reinstall Windows 7, then you should be able to restore everything back to the way it was.

I also use carbonite.com to automatically backup all my data off site in case of disaster or I do something really stupid (much more likely).

And if your computer won't start, you can't restore it using the system restore.
