Mike,
Just uninstall it from the Add/Remove Programs, and there will be no need to
turn any thing off in IE.

Other than uninstalling Silverlight through the control panel, what else
would I have to do to turn it off in IE8, or anywhere else that I might have
to hide / turn it off? I am running XP Home, Outlook Express, IE8, & Jaws10

No, stay away!
I got tired of seeing this update so I got rid of it by hiding it.
Silverlight is Microsofts answer to Flash so to speak.
It's currently not very accessible.
