not always, here below is the other possible method of fixing this *sigh*:
It's probably because the function keys are set to multi-media. My new
laptop was that way too. I went into the control panel and found something
called windows mobility center. In there among other settings was a way to
change the function keys from multi-media to normal behavior. Look around

You will need to change that in the bios. You'll need sighted help with doing it. My suggestion is to have someone sighted with you and call HP tech support and let them walk you through on how to make the change.
