You don't. Whoever gave you that advice is stupid.
You can disable some services, but you need to be selevtive or you will
cause more problems than you can deal with. Check out these two links; one
explains something about services and tells you how you can disable some.
The second one lists ten services you do not want to disable in XP, these
most likely apply to Vista dnd Win 7 but you don't say which OS you are
using.

Subject: [JAWS-Users] msconfig and the services tab
I was told that you could go to the services tab of msconfig and disable
all and press ok to disable all the microsoft things from coming on at
start up.
Here is what I did:
Windows key+r, for the run dialog box.
Type in msconfig, press enter.
Control+tab, to go to the services tab.
Tab over to disable all and press enter.
Tab to the ok button and press enter.
When my computer came back on after the restart there was no windows sound
or speech.
My sited wife could see the desktop and use the mouse just fine.
I tried to use my short cut key to turn Jaws on, control+Alt+J, but just
got a option list instead of Jaws coming on.
I then had her go and reverse what I did and I had her enable all in the
services tab of msconfig, and after restart I have things working normally
again.
Here is my question.
How do you disable all in this dialog of msconfig and still here the
windows sounds and Jaws?
Any information would be appreciated.
Jim…
