I believe the individual settings over ride the default otherwise there would 
be no point for individual settings.

That is not a solution.   My question specifically has been to change inline 
frames settings for one specific web page url. If I was ok to change the 
default setting to read inline frames my question would be irrelevant and 
non-existent.

Change the default setting and I think it will act how you want. The 
default settings over ride individual settings.
