I did not find it that way either, but check your security settings in IE no 
matter what version you are currently using.

I tried to access my clipboard through the search edit box under the start
menu of Windows Vista and did not get anywhere like what you are talking
about.  I opened up my web browser and tried to find a "run" but could not
find that either.  What am I doing wrong, or where am I not looking?
