Donnie,
where typing JAWS (to bring it up speaking) is concerned, type JAWS14
in the run dialogue - Windows+r - (and NOT in the search dialogue).
Now, for your keyboard shortcut: When setting it, do not use shift+tab
keys (which cancels it).

resetting it and still every time I have to unload JAWS and turn it
