There's a free version which is limited in what it can do and a plus version for money that does quite a bit more. After an initial period, the free one will nag you to buy the plus version though you can fix that in ADD/REMOVE programs.

Depends on what you need to do. If all you need is a data cd, windows can do that fine. Even with audio cd's, windows media player can burn them.
