Yes, this is true most of the time, but now an then I have run across combo
boxes that when opened if you arrow down it activates the selected item.  I
think it is because the developer thought it a good idea to have quick
response to a sighted persons mouse click.  So, if a normal alt down arrow
then down arrowing through the list works great!  If not, the jaws cursor
can navidgate without selecting an item in the list.

Commonly, after you open the combo box with alt+DownArrow, you only need to
arrow through the combo box (or use the first letter of the item you want to
select).
