Dan I've always found the Cygwin installer accessible. The only exception is the screen where one choses additional packages like OpenSSH etc. The JAWS cursor is a must on this screen. I type openssh in the search field and then I need to use the JAWS cursor to locate the categories of search result and to click the correct packages.
I installed a new Cygwin instance yesterday and all went smoothly. But be aware that the new Cygwin Terminal does not work well with JAWS. The installer will not remove the old Cygwin Bash Shell shortcut but if you install on a new machine you won't get the old Cygwin bash shell shortcut. The new one is called Cygwin Terminal and it does not work the last time I tried it.
