I have done everything that has been suggested by membersof this list plus checked programs and features, installed windows updates, libraries, downloads, startup list and tools and options and I have found nothing called bing or bing bar. Evidently, on my computer it is under another name or somehow I have overlooked it.In the past I have always found it under the tools options and general tab.
