If you turn off the virtual cursor by pressing JAWSkey+z, the shortcut keys
should work. When done press JAWSkey+z again to turn the virtual cursor
back on.

I don't think these will work as advertised, especially when in the virtual
viewer on a webpage.
One may have to press the pass through key of alt+3 so the keystroke can be
passed through to Internet Explorer, though I fear this may not even do the
trick.
