In Outlook Express, this cannot be done. (the information when you
google or search on it indicates as much. (It is, after all, a free but
limited program.) I think you can do it in outlook.

Mike,
CC 'carbon copy' means an exact copy as the To field. Your best bet
then
in Outlook Express appears to be to put the addresses you would've put
into the CC field into the BCC field instead. There, the recipient/s
may
not know if someone else got the message like them.

which is a toggle so it will either add cc/bcc or take it off
