I don't think so. I get full functionality on my Win 7 machine with Jaws
14, and I think Jaws 13 would as well. I'd say you need Jaws 15 for full
functionality on Windows 8 because of the touch gestures.

True, there is NVDA, but in my experience Jaws is superior in reviewing
the total contents of the screen (Jaws cursor) and also in the ability to
change keystrokes.
