Usually denotes a clickable link. If you do not hear anything when you search for links on your page then what you want to do may be inaccessible.

You might look up "hover" in the JAWS User List archives to get the full conversation on the issue a month or so ago.

Hover is equivalent to "On mouse over"  If the video graphic is labeled
and the hover link comes as a link on JAWS then you should be able to do
what you want to do.
