In my experience, you have to tell windows what you want to run. For example, "Run CMD" takes you to an old-fashioned DOS command line. "Run Msconfig" takes you to the main Windows configuration file. Also, the command remembers the last several programs you ran, so, if you use a particular command frequently, you can save keystrokes.
