I get the same kind of notice when I go to sites like Newsmax.  If I arrow
down far enough I pass the alt N business and get on with the article.

Maria,
This kind of file doesn't have a Notification bar that I could find.
I'm not sure why this is so but it's happening a lot with newer downloadable
files.

When you press the alt n are you tabbing or using the arrow keys or using
the JAWS cursor for possible choices?
