Just a note, you need to be logged on as an Administrator to be able to create 
a new administrator.

Hi Kevin,

If you are running Windows 8.1, tAdding a enew user has to be done by selecting 
Settings from the charms bar, then Change PC Settings. Now select Accounts, and 
then Other Accounts. Select Add and follow the prompts to create your new 
account.

To make the new account the administrator, highlight the account name, and 
change the account type from the account type drop down menu.

To remove the old account, highlight the account that you want to remove, then 
tab around until you find the Remove button and click this.

All of these steps are done from the Other Accounts window found through the 
settings charm as described above. If you have any other questions, just post

I fixed the problem of no system sounds on my desktop by just creating a new 
profile, but now I don’t have administrator rights.  how can I set a user as 
the admin?  when I’m using the profile with system sounds and I go into manage 
users all I see is standard user radio button checked and cancel.when I go to 
manage all users all that’s displayed is the profile with the system sounds and 
guest the profile without system sounds is not shown!  I want to delete the 
existing profile which is the admin and make the one with sound the admin.  is 
this possible to do without sighted help?
