Try Alt Shift and B to see if this is what you are looking for while focus is in a cell.

I do not believe that there is anything that will tell you if a border is already there, unless maybe if you find the feature on the Home tab where you can add or remove the borders. There might be some check marks here that will tell you that the top, bottom or either side border has been applied. Hope this helps.
