Yes it’s a feature introduced in win8. New shutdown is actually hibernation mode

Yeah Kevin, I have experienced some similar things since updating to Windows 
10. I have gone through the steps to shut down my computer at night, only to 
find the next morning that JAWS is still talking when a key on the keyboard is 
pressed. Most times it shuts down just fine, then there are times when it 
doesn't. My computer runs very quietly, so I never hear it after thinking that 
I have shut it down.

I’m running jaws on windows 10 in 40 minute mode and sometimes I’ll shutdown 
before the 40 minutes.  then when I bootup my computer at a later time and i 
startup jaws
jaws announces in order to keep using jaws in 40 minute mode you must 
restart
after restarting jaws is fine for another 40 minutes.the thing is when I 
shutdown then reboot I get no startup sound only when I restart I get the 
startup sound, weird!
