Hmm, before shutting down are all applications closed? Also, there are processes in the task manager that people check to make sure that are not running. Also the message to restart your computer maybe updates completed installing?
I'm trying to think of other reasons Ive heard over the years but for starters, before you shut down, make sure all of your applications are closed, and on the jaws-users site I believe there is a shutdown excicutable that you can place on your desktop, or taskbar and simply click it for the computer to shutdown. You can also do windows key x and up arrow to the shutdown submenu and locate the shutdown option.
