It seems that you have the keyboard set to another language by default. The Alt-Shift is used to switch the keyboard from one language to another; in my case, the default language is English, but I also have Spanish installed and when I press Shift-Alt it toggles to Spanish and back to English.
I suggest you go to the Control Panel, to Clock, language and Region and see if you can make English your default language and keyboard.
