[JAWS-Users] reading a scanned PDF file

I received a pre surgical prep package by email yesterday, in PDF form, so went 
through the PDF steps, but when it opened, it said that it was an empty 
document. I forwarded it to my brother, and after he opened it, he said that 
the 10 pages had been scanned, and not sent as a regular saved document, and 
would like to know if there’s a way to let jaws read a scanned, PDF file? jaws
