W10, press the start key-windows,
Type zoom in the edit box,
Magnifier menu press enter.
Next step use your up/down arrow to toggle it on/off.

In windows 7, For maximizing windows, I typically use WindowsKey+UpArrow. I
think this will maximize any window that can be maximized.
