No, it is the asinine feature that Freedom Scientific decided to push to everybody that is on by default in the latest update to J17. You can go into settings manager, Miscellaneous to turn it off.
Kind of reminds me of the blowback Apple got for pushing that U2 album to everybody when they updated IOS 8.
